Some transformations are governed carefully, staffed by capable people, and managed through familiar program, technology, and change disciplines, yet they still fail to produce the organizational outcomes they were intended to create.
This paper explains why that can happen and what changes when the organization is understood before the response is designed. It introduces CDTF, outlines its seven-model framework, and works through three situations in which a more precise diagnosis leads to a materially different design and execution.
Each example shows how diagnosis, design, and execution remain connected. A more precise diagnosis changes the design, the revised design changes execution, and evidence from execution can reopen the diagnosis or revise the design.
